Abstract

The capability of the Government Internal Supervisory Apparatus (APIP) is the ability to carry out supervisory tasks which consist of related elements, namely the capacity, authority and competence of APIP HR that must be possessed, as well as efforts to strengthen, develop institutions, governance, human resource management so that can carry out the roles and functions of APIP effectively. The Grand Design is used as a reference for Ministries/Institutions/Regional Governments in improving APIP Capabilities in the Riau Province Inspectorate. This research aims to determine the course of implementation and the factors that inhibit the implementation of the Grand Design policy in increasing APIP capabilities within the Riau Province Inspectorate. This research is descriptive research with a qualitative approach, because it describes facts and provides data systematically, factually and accurately. Data collection techniques consist of observation, interviews and documentation. This research uses the theory of Van Meter and Van Horn, the results of the research show that the implementation of the Grand Design Policy in increasing APIP Capabilities in the Riau Province Inspectorate has been implemented well even though there are several problems that have occurred, such as the limited quality and competency of human resources within the Riau Province Inspectorate and not commensurate with the burden of supervision, the awareness of the audit object to follow up on recommendations from the results of supervision is still not optimal, the commitment and involvement of all parties, including the unit team, to increase APIP capabilities is not optimal and in carrying out its duties and responsibilities, there are differences of opinion in carrying out audit standards and control guidelines quality between PFA and P2UPD, limited supporting facilities and infrastructure in implementing supervision, and budget limitations.
