Abstract

The existence of fishermen in North Rupat District has an important role in meeting the needs of local fish. The fisheries sector in North Rupat District only relies on fishing in the sea. Management of activities at the fish auction site (TPI) is one of the activities at a fishing port included in the group of activities related to landing and marketing of fish. This research method is qualitative, with data collection techniques using observation, interviews and documentation and the results are analyzed with descriptive qualitative. The results of the study concluded that: (1) Overall, the management of the Fish Auction Place (TPI) in Rupat Utara District, Bengkalis Regency, has not gone well. From the planning indicators, there is no definite strategic planning for efforts to increase activities and operations at TPI. From the organizational indicators, although there is already a clear structure, employee commitment needs to be increased and supported by human resources who really understand the fisheries sector. In terms of direction, various efforts are made, such as communication between employees, fishermen and collectors, to maximize benefits for fishermen and stakeholders and maintain the sustainability of fish resources. There needs to be more supervision from the Maritime Affairs and Fisheries Service of Riau Province regarding the facilities and infrastructure of the Rupat Island Fish Landing Port (PPI). (2) The inhibiting factors for the management of the Fish Auction Place (TPI) in Rupat Utara District, Bengkalis Regency, are the lack of TPI infrastructure and facilities, the lack of regulations and policies that support fishermen, and the minimal participation of fishermen in participating in the auction.
