Abstract
Because there are still quite a few narcotics addicts not given the right to rehabilitate, more narcotics suspects are sentenced. Referring to Makamah Agung Regulation Number 04 of 2010, then the suspect of methamphetamine type is caught by the police and found evidence of methamphetamine of no more than 1 (one) gram, then the suspect or person must be tried to get rehabilitation treatment. The purpose of this study is to examine and analyze the Implementation and Obstacles of Rehabilitation Measures against Abuse, Victims of Abuse, and Narcotics Addicts by Investigators of the Kuantan Singingi Resort Police. The research method used is the Sociological Law Research or observational research using a survey. i.e. the researcher directly researches the research site to obtain the necessary data. Meanwhile, the nature of this study is descriptive, which is a clear and detailed description of the Implementation of Rehabilitation Measures Against Abuse, Victims of Abuse, and Narcotics Addicts by Investigators in the Kuantan Singingi Resort Police Law Area. The research results show that the investigators' efforts to rehabilitate Abuse, Abuse Victims, and Narcotics Addicts at the Kuantan Singingi Police Drug Unit were carried out by sending an application to conduct an assessment to the Kuantan Singingi National Narcotics Agency. The request to assess the Kuantan Singingi BNN for suspected Narcotics abusers with evidence and limitations on using at most 1 gram. If the evidence the suspect carries is more than 1 gram. Of the dozens of existing cases, there are already 9 people who have succeeded in rehabilitation, but of course, there are very few, so in the field of abuse, victims of abuse and narcotics addicts and families have not been optimal in seeking rehabilitation. The obstacles encountered in investigators' efforts to rehabilitate Abuse, Abuse Victims, and Narcotics Addicts themselves at the first Kuantan Singingi Police Narcotics Unit, have not formed an Integrated Assessment Team in Kuantan Singingi Regency. Secondly, the a lack of community response in the rehabilitation of Abuse, Abuse Victims, and Narcotics Addicts, where narcotics abusers and the families of narcotics abusers do not report to investigators at the Kuantan Singingi Police's Narcotics Unit Keywords: Narcotics, Investigators, Rehabilitation
