Abstract

In every city in Indonesia, there are several bases that function as public distribution channels for 3 kg LPG (Liquefied Petroleum Gas). The community's urgent need to convert 3 kg LPG to gas at this time requires that the government subsidy for kerosene be ended. So it's only natural that all buyers switch to using gas instead of lamp oil because gas is cheaper. As for this research, there are main issues that will be discussed, namely, the Implementation of Responsibilities of Business Actors to Consumers of 3 Kg Elpiji Gas Products in RT 01 RW 16 Kelurahan Air Berlian, Pekanbaru and the second is the Obstacle Factors in the Implementation of Responsibilities to Consumers of 3 Kg Elpiji Gas Products In RT 01 RW 16 Air cold Village, Pekanbaru. Furthermore, the purpose of this study is the same as the formulation of the main problem, namely to find out the results of the problem formulation created by the researcher. This legal research is a type of survey research (Observational Research). This type of research method is intended to solve problems that exist at the moment by collecting data and compiling or classifying it and then analyzing and seeing a legal reality in society to then obtain a result. The research results that the authors obtained are: The responsibility of business actors based on Article 19 of the Consumer Protection Act Number 8 of 1999, in which business actors are responsible for providing compensation for damage, pollution, and/or consumer losses due to consuming goods and services produced or traded. Researchers found several obstacles in the implementation of Responsibilities of Business Actors to Consumers who are aware of the law.
