Abstract

Research This thesis has a type of sociological legal research that has an analytical descriptive nature. The data was obtained using tools in the form of interviews and questionnaires. The results of the research and analysis of legal protection data for consumers for using whitening cream cosmetics without a BBPOM Pekanbaru distribution license based on Law Number 8 of 1999 concerning Consumer Protection is to realize legal protection for consumers who use whitening cream cosmetics, but this is not implemented properly. Good. There are still business actors who sell products without a distribution permit, where the contents and quality assurance of the product have not been verified as safe for use by consumers. This makes the enforcement of consumer protection laws not work properly. Constraints in consumer protection include the low level of understanding and awareness of consumers about the dangers of cosmetics without distribution permits, this can be seen from the results of the questionnaire data distributed where the respondents did not have sufficient understanding about whitening cream cosmetics.
