Abstract

The phenomenon of domestic violence (DV) in Dumai City often remains hidden. This is caused by several factors, such as the perception that the violence experienced by women is their own fault. Another factor is the belief that the violence is a shame that should be concealed from the outside world. Furthermore, the fear of victims of violence to report their experiences due to threats they receive leads to many cases of domestic violence remaining unreported. The aim of this research is to examine and analyze the Empowerment of the Community Caring for Women and Children by the Department of Women's Empowerment and Child Protection (DP3A) of Dumai City. The theory used in this study is Empowerment according to Totok Mardikanto, with indicators of Human Resource Development, Group Institutional Development, and Self-Help Capital Collection. This research is descriptive and uses a qualitative approach. The informants in this study consisted of 10 people, with the Head of DP3A Dumai City as the key informant. Data collection techniques included interviews, and data analysis used the Miles and Huberman technique. Based on the research findings, it was found that the Department of Women's Empowerment and Child Protection of Dumai City has implemented several programs aimed at empowering the community caring for women and children. These programs include DP3A conducting skills training for community members, particularly women, to equip them with work skills and economic independence. DP3A Dumai City actively conducts outreach to the public regarding women's and children's rights, as well as the dangers of violence, exploitation, and discrimination. The community working group, in collaboration with DP3A and legal institutions, provides support services to women and children victims of violence. The development of micro and small businesses based on groups is carried out to strengthen the economic resilience of community members. DP3A facilitates the formation of business groups and assists with access to capital from both the government and the business world.
