Abstract

Legal aid is the constitutional right of every citizen to guarantee legal protection and guarantee equality before the law as regulated in Law Number 16 of 2011, as a means of recognizing human rights. So far, we are aware that the provision of legal aid has not touched many groups of poor people. Thus, it is still difficult for poor people to access justice. The problem in this research is how to implement Rokan Hilir Regency Regional Regulation Number 3 of 2018 and what are the factors that hinder the implementation of Rokan Hilir Regency Regional Regulation Number 3 of 2018. This research is included in the normative juridical and empirical juridical research group. The normative juridical approach is legal research that places law as a building system of norms. Empirical juridical research is research that has as its object the study of the Effectiveness of Implementation of Rokan Hilir Regency Regional Regulation Number 3 of 2018 concerning Legal Aid for the Poor. Based on the results of research on the Implementation of Rokan Hilir Regency Regional Regulation Number 3 of 2018, it can be concluded that the implementation of Rokan Hilir Regency Regional Regulation Number 3 of 2018 has not been optimal to date because it has not been felt by all levels of society, especially the poor in Rokan Hilir, access is difficult. poor people to get free or free legal aid so it is still homework for the government, including legal aid providers and Legal Aid Institutions. Factors that hinder the implementation of Rokan Hilir Regency Regional Regulation Number 3 of 2018 include, (a) the budget factor which is still minimal, (b) the lack of socialization to the community, (c) not all people know about the existence of legal aid. Suggestions that can be given are: (1) So that the socialization of Regional Regulation number 3 of 2018 is carried out more massively and comprehensively so that it reaches the village level, (2) So that the budget provided for legal aid is further increased, so that it can reach all levels of society.
