Abstract

Village administrations must be responsive and proactive in addressing the needs of their communities. The establishment of a resilient and self-reliant village government capable of fulfilling community needs is expected to improve community welfare and implement development programs effectively and efficiently. Ultimately, this aims to achieve a fair and prosperous society. The purpose of this research is to identify and analyze the role of village heads in realizing good governance in Pelalawan Regency. The theory applied in this study is the concept of roles according to Miftah Thoha, with indicators including Stabilizer, Innovator, Modernizer, Pioneer, and Implementer. The research employs a descriptive qualitative approach. The study involved 13 informants, with the village head serving as the key informant. Data collection was conducted through interviews, and the data were analyzed using the Miles and Huberman technique. The findings indicate that the role of the village head in realizing good governance in Pelalawan Regency is strategic in fostering transparent, accountable, participative, and effective governance. Good governance serves as a critical pillar in supporting sustainable development at the village level. In this context, the village head acts as both an administrative leader and a pioneer of change, bridging government policies with community needs. Village heads in Pelalawan Regency have implemented policies to enhance transparency and accountability in budget management. Through public information boards, residents can monitor budget details and village financial reports. This approach strengthens public trust in the village administration and ensures responsible resource management.
