Abstract

This study aims to determine the implementation of improving digital-based prisoner health services at the Class IIA Pekanbaru Penitentiary and to determine the obstacles faced in improving digital-based prisoner health services at the Class IIA Pekanbaru Penitentiary . To find out these objectives, this study uses the implementation theory according to Edwards III which has several indicators such as communication, resources, disposition and bureaucratic structure. The research method uses qualitative research methods as a technique for collecting data and direct interviews with informants such as the Head of Prison, Head of the Education and Training Section, Head of the Bimkemaswat Sub-section and clinic doctors. The results of the study indicate that the implementation of health services for prisoners at the Class IIA Pekanbaru Penitentiary has been quite successful. However, it is still not optimal, this is due to the inadequate resources of service officers, where the Class IIA Pekanbaru Penitentiary only has 5 medical personnel, consisting of three doctors and two nurses. The obstacles faced in improving health services for prisoners in Class IIA Pekanbaru Penitentiary are human resources, where the number of health workers in Class IIA Pekanbaru Penitentiary is only five people, consisting of three doctors and two nurses. The health care budget for prisoners is still lacking, prisoners are not registered as BPJS members and the condition of Class IIA prisons is over capacity. For this reason, it is recommended that the Government further improve health resources in Penitentiary Institutions throughout the Republic of Indonesia in general and specifically for Class IIA Pekanbaru Penitentiary according to the number of prisoners
