Abstract

Human Resource Development (HRD) in Class IIA Penitentiary aims to achieve the goal of rehabilitating prisoners through improving the competence, professionalism, and quality of services of correctional officers. Guidance activities become difficult to carry out when conditions in the prison are uncomfortable. Guidance activities are very important in correctional institutions, both personality development and progress, because concerns about riots make prison officers more focused on maintaining security than providing beneficial guidance programs for WBP. The type of research in writing this thesis is a qualitative descriptive research method where this research explores and analyzes to provide meaning and significance in solving problems. The data collected are in the form of words, pictures, and not numbers. So that an explanation and description of the research topic can be obtained that is in accordance with the title of the research. This writing consists of primary data, namely research in the form of interviews, documentation and observations and secondary data obtained, namely from the results of interviews in the study. The conclusion of this study is that Human Resource Development (HRD) at the Class IIA Penitentiary Office (LP) in Pekanbaru City can face various challenges and problems that affect the quality of service and performance of officers. The results of the study indicate budget limitations. Organizational strengthening in Class IIA Penitentiary in Pekanbaru City has not been optimal in increasing efficiency, effectiveness, and quality of correctional services, as well as ensuring the achievement of the goal of rehabilitation of inmates. Bureaucratic Reform in Class IIA Penitentiary has not been optimal as part of efforts to improve good governance, quality public services, and create a transparent, accountable, and professional correctional system. One of the inhibiting factors is Overcrowding. The number of inmates exceeds the available capacity, causing pressure on facilities, resources, and coaching programs. This has an impact on not all inmates being able to participate in the coaching program effectively. Facilities such as training rooms, beds, and health services are inadequate.
