Abstract

Legal protection for business actors is very important to provide legal certainty and empowerment facilities for business actors in developing their businesses. Legal protection for business actors, especially MSMEs, has been regulated in the Job Creation Law Number 6 of 2023 concerning the Stipulation of Government Regulation in Lieu of Law Number 2 of 2022 concerning Job Creation and Government Regulation Number 7 of 2021 concerning Ease of Protection and Empowerment of Cooperatives and Micro, Small and Medium Enterprises. The Formulation of the problem in this study is first, How is the legal protection for business actors integrated throught the online single submission (OSS) system in Pekanbaru city? And second, what are the factors that inhibit legal protection for business actors in Pekanbaru City? The research method used is sociological research, this research was conducted in Pekanbaru City, while the population and samples in this research are business actors, and DPMPTSP Pekanbaru City, the data sources used are primary data, secondary data, tertiary data. The data collection procedure or data collection used is literature study and interviews, the data analysis used is qualitative analysis and drawing conclusions using the deductive method. The first result of this study: Legal protection for business actors in Pekanbaru City has been regulated in the Job Creation Law Number 6 of 2023 concerning the Stipulation of Government Regulations in Lieu of Law Number 2 of 2022 concerning Job Creation and Government Regulation Number 7 of 2021 concerning Ease of Protection and Empowerment of Cooperatives and Micro, Small and Medium Enterprises, but there are still many business actors who have not received legal protection in terms of, lack of supervision from the government. In general, the problems that are always faced by MSMEs, namely matters relating to the law, accounts payable, tight business competition, difficulties with raw materials, lack of knowledge of financial management and a less conducive business climate And Second Inhibiting factors in legal protection, the first factor from the business actors themselves, namely the lack of understanding of technology and government regulations, not participating in activities or programs implemented by the government, and factors from the government, namely business actors who have not been registered through the OSS system to obtain NIB, lack of funds and product competition from within and outside the region in terms of product marketing, which makes it difficult to develop MSMEs.
