Abstract

This research is motivated by the rampant cases of narcotics abuse in the jurisdiction of the Riau Regional Police which require comprehensive handling, including the placement of narcotics addicts in rehabilitation homes. However, coordination between the Indonesian National Police (Polri) and the National Narcotics Agency (BNN) in its implementation still faces challenges such as overlapping authority, limited facilities, and negative stigma against addicts. The formulation of the problem in this study includes how the authority between the National Police of the Republic of Indonesia and the National Narcotics Agency in the placement of narcotics addicts in rehabilitation facilities in the jurisdiction of the Riau Police and how to coordinate between the National Police of the Republic of Indonesia and the National Narcotics Agency in the placement of narcotics addicts in rehabilitation facilities in the jurisdiction of the Riau Police. This research uses normative legal and empirical law research methods with a regulatory approach, in-depth interviews, and primary and secondary data analysis. The results of the study show that the implementation of rehabilitation of narcotics addicts in the jurisdiction of the Riau Police is still hampered by the overlapping authority of the National Police and BNN, limited facilities, negative stigma, and lack of understanding of the apparatus. More detailed regulation and synergy between the two institutions are needed to ensure the effectiveness of the placement of addicts in rehabilitation homes. The involvement of third parties such as hospitals and NGOs is also important to address facility limitations and reduce stigma. This will support efforts to combat narcotics holistically. The coordination of the National Police and BNN in placing addicts in rehabilitation homes in the jurisdiction of the Riau Regional Police faces obstacles such as limited facilities, negative stigma, and overlapping authority. Although the Narcotics Act regulates addicts' right to rehabilitation, its implementation is often hampered by a lack of communication and facility capacity. Additional regulations, effective referral systems, and socialization are needed to change people's perceptions of rehabilitation. This step will increase the effectiveness of handling addicts and support efforts to counter narcotics.
