Abstract
This research aims to describe collaborative governance in handling stunting in Pekanbaru City. The problems in this study are: 1.The initial condition of handling stunting has not run optimally because the commitment to handling stunting is still low where the handling of stunting runs alone without a clearly arranged schedule. 2.There are no strong rules in this collaboration process where the PT.RAPP company with a stunting handling program made by the company and private hospitals run a stunting handling program that has been regulated by the government, so there is no involvement of the private sector in the stunting meeting. 3.Lack of communication between stakeholders involved in stunting prevention . While the theory used in this research is according to Ansell and Gash with four indicators, Initial Conditions, Institutional Design, Facilitative Leadership and Collaboration Process. The type of research is descriptive with a qualitative approach, data obtained through interviews, observation and documentation. The results of this study indicate that the initial conditions of collaboration can be said to be quite optimal because the collaboration process involving multiactors in handling stunting has formed a history of cooperation from the beginning, but for SDA, namely human, financial and technical resources, there is no openness between the Government, PT.RAPP and Private Hospitals in implementing stunting prevention programs so that the prevalence of stunting is still increasing. leadership commitment in handlingstunting is still low, due to efforts in collaboration generated by leadership, there is no commitment between the actors involved to carry out specific interventions that are directly related where the private health sector is more involved than the government itself. as for the inhibiting factors in this study, the dialogue with the community related to handling stunting has not been evenly distributed and is still ineffective, so that knowledge about stunting is ignored by the community and results in the prevalence of stunting still increasing. The suggestion of this research is expected for the government to increase understanding related to the common goals of each sector to minimize the occurrence of sectoral ego as well as the role of BAPPEDA as a coordinating function to minimize the occurrence of a domineering role that can foster sectoral ego in this collaboration.
