Abstract

Dumai City's investment receipts which are quite high among other Regencies and Cities in Riau Province cannot be separated from the submission of Investment Activity Reports (LKPM) which are quite high compared to Regencies and Cities in Riau Province. However, business actors who are investment targets are not used to reporting Investment Activity Reports (LKPM), especially in Dumai City. This is an obstacle for the One Stop Investment and Integrated Services Service in carrying out activities in accordance with existing regulations. This research method uses qualitative research methods as a technique for collecting data and direct interviews with informants such as the Head of DPMPTSP Dumai, Secretary of DPMPTSP Dumai, Promotion and Cooperation Analysis, Middle Expert Investment Management, Middle Expert Investment Management. The research results of the Dumai City Investment and One-Stop Integrated Services Department have implemented strategies to increase investment well, but there are shortcomings, this can be seen from several indicators. First, the strength of DPMTPSP is promotion, and also good resources for investors to invest in other places. strategic place in the Dumai City area. Second, the weakness in investing in Dumai City requires investors who see opportunities. The weakness of the DPMTPSP strategy in increasing investment is the overlapping of policies between the center and the regions in the investment sector which causes investors to think about making investments. in the Dumai City area, the three opportunities in the Dumai City DPMPTSP strategy have quite a lot of opportunities to increase investment where the opportunity is that the climate and economic situation in Dumai City is relatively good, this is an opportunity and also ease in servicing this investment procedure based on the perspective of the parties DPMTPSP, Fourth: The threat of too many foreign investors entering is a threat to local investors in Dumai City. The next threat from the Dumai City DPMTPSP strategy is that if there are many complaints about this service it will impact and threaten the achievement of investment in Dumai City.
