Abstract

The Indonesian National Police has two main tasks, namely Preventive Tasks and Repressive Tasks. Cases of Motorbike Theft in the Payung Sekaki Police Area that researchers obtained from 2019 to 2023 have increased, but the number of settlements, either through negotiation or mediation or those resolved in court, is very small. Indications of increasing motor vehicle theft crimes are not only caused by the growth rate of motor vehicles alone, but are also shown by the large number of reports of lost motor vehicles received by the authorities in this case the police. The main problem of this study is How are the Police's Efforts in Handling Motorbike Theft Cases in the Payung Sekaki Police Jurisdiction and What are the Police's Obstacles in Handling Motorbike Theft Cases in the Payung Sekaki Police Jurisdiction. The research method used in this study is Observational Research by means of a survey where this research is conducted directly in the field. With the nature of analytical descriptive research, this method is intended to see a legal reality that exists in the midst of society. The results of interviews with the police in carrying out their duties to eradicate Motorbike Theft are often faced with various obstacles. Some of the obstacles that are often encountered include Lack of evidence (evidence that is easily falsified, Lack of witnesses, Evidence that is quickly lost), Wide network of perpetrators (Criminal organizations, Modus operandi), Limited resources (Limited number of personnel, Limited budget), Lack of public awareness (Slow reporting, Lack of public participation), Development of crime technology (Increasingly sophisticated crime equipment, Increasingly complex modus operandi). Through the results of the analysis and discussion that the author has outlined, the author provides suggestions, namely Increasing patrols, Utilization of technology, Cooperation with the community, Counseling the community, Improving the quality of human resources, Maintaining environmental security.
