Abstract

Domestic Violence is a case that is very worrying among the community because we often hear about this case and it is difficult to understand, because victims of domestic violence are embarrassed to provide information related to the abuse they experience because it is private in the household. There are various forms of domestic violence, such as physical, psychological, sexual abuse and so on. Therefore, after the introduction of Law Number 23 of 2004 concerning the Elimination of Domestic Violence, the government and law enforcement officials worked together to eliminate domestic violence in Indonesia. The main problem in the research is what factors cause the occurrence of criminal acts of domestic violence in the jurisdiction of the Padang Lawas Police and what are the obstacles to the police in dealing with criminal acts of domestic violence in the jurisdiction of the Padang Lawas Police. This research method is sociological or empirical legal research using field research techniques or secondary data as the initial data source, and continued with primary data through observation and interviews with respondents. And researchers conducted interviews at the Padang Lawas Police Station. The results of this research are that the main factors that cause domestic violence are economic factors, infidelity factors, drug use factors, gambling factors and alcohol addiction factors. The police's obstacle in dealing with domestic violence is in the process of investigating victims because the victims are less open in providing information to investigators so that investigators experience difficulties in determining what steps can be taken and difficulties in determining the form of violence and the articles that can be applied to the perpetrator.
