Abstract

The increasing number of reported cases of sexual abuse against children in recent years, particularly by underage perpetrators, has become a serious concern. According to the data, 56 juvenile offenders in the child protection category were involved in cases such as sexual abuse, rape, and sexual violence. The impacts of sexual abuse encompass psychological, physical, and social aspects. This study aims to understand the factors driving acts of sexual abuse through a qualitative approach, constructivist perspective, and case study by juvenile offenders at the Class II Special Development Institution for Children (LPKA) in Pekanbaru. Informants were selected using a purposive sampling technique, totaling three individuals. Data were collected through interviews and observations and analyzed using data reduction, data presentation, and conclusion drawing. The findings reveal that the offenders' behavior is influenced by social, psychological, and situational factors, such as romantic relationships, situational pressures, low self-control, lack of supervision, and external influences like exposure to adult videos, peer stories, and social environments. Initial motivations are often triggered by physical attraction, biological urges, and impulsive experiences.
