Abstract

PT. PT SUN which is one of the palm oil mills known to date is still polluting the environment because it dumps its factory waste on public roads traversed by residents of Sungai Bawang Village, Singingi District and also dumps waste into the river, causing the environment around the factory to become polluted. The waste accumulates on public roads and also spreads in the river flow so that in addition to causing the quality of water in the river flow to decrease, it also causes the air environment to become polluted due to environmental pollution resulting from the activities of the palm oil mill PT. SUN. Thesis entitled "Implementation of Civil Liability by PT. SUN for Environmental Pollution Due to Palm Oil Mill Activities in Kuantan Singingi Regency Based on Law Number 32 of 2009 concerning Environmental Protection and Management", discusses the main issues, namely: How is the implementation of civil liability by PT. SUN For Environmental Pollution Due to Palm Oil Mill Activities in Kuantan Singingi Regency and what are the factors that hinder the implementation of civil liability by PT. SUN for Environmental Pollution Due to Palm Oil Mill Activities in Kuantan Singingi Regency. The method used to answer the main problems mentioned above is to use Empirical legal research methods by conducting observations, interviews and distributing questionnaires directly to the field. Based on the results of the study, it is known that the implementation of civil liability by PT. SUN for Environmental Pollution Due to Palm Oil Mill Activities in Kuantan Singingi Regency. This the author knows at the time of observation where there is still continuous environmental pollution around the environment of Sungai Bawang Village. PT. SUN has received complaints from villagers through the village head, but is not responsible either in restoring the village environment or in reimbursing losses to Sungai Bawang Village residents. Then there are several factors that become obstacles in the implementation of civil liability by PT. SUN on Environmental Pollution Due to Palm Oil Mill Activities in Kuantan Singingi Regency, including the following: 1) Imbalance of power of the parties to negotiate; 2) PT SUN has more power than citizens; 3) PT SUN did not assume good faith and instead closed itself; and 4) PT SUN always repeats the same mistakes while still polluting the environment.
