Abstract
The government has implemented the use of Digital Population Identity (IKD) in 2022 in accordance with the legal basis in Minister of Home Affairs Regulation Number 72 of 2022 concerning Standards and Specifications for Hardware, Software and Electronic Population Identity Card Blanks and the Implementation of Digital Population Identity. Digital Population Identity is electronic information used to represent population documents and return data in digital applications via smartphone. This IKD can be downloaded via Playstore or Appstore. IKD aims to follow the application of information and communication technology regarding population digitalization, increase the use of population digitalization for the population, simplify and speed up public or private service transactions in digital form, and secure ownership of digital population identity through an authentication system to prevent falsification and data leaks. The IKD function is for identity proof, identity authentication and identity authorization. In this IKD application there are e-KTP population documents and digital Family Cards and there are other documents that can be automatically accessed, for example the Covid-19 Vaccine Card, NPWP, BPJS, 2024 Election DPT. With this IKD, population administration services become easy, fast and effective and efficient and saves the budget for procurement of blanks, ribbons, film and cleaning kits and does not depend on vendors because it was developed by the Directorate General of Dukcapil itself, does not require a special budget in developing the IKD system and reduces data verification costs in public services because it eliminates the role of the middle man. The digital e-KTP trial was carried out by the Ministry of Home Affairs (Kemendagri). So far, the e-KTP digitalization process has started in 58 districts and cities in Indonesia. This digital e-KTP procurement trial has been carried out since 2021. Later, the digital electronic KTP will be implemented in stages. Indonesian residents will use Digital Population Identity (IKD) in 2023
