Abstract

The aim of this research is to determine and analyze the performance of the Regional Disaster Management Agency in Flood Management in Pekanbaru City along with its inhibiting factors. This research method is qualitative, by conducting interviews with selected informants and the results are analyzed descriptively qualitatively. The research results show that: 1) The performance of the Pekanbaru City BPBD in flood management in Rumbai District has not been fully maximized. If viewed from a productivity perspective, the number of existing personnel is still minimal, plus budget realization is still far from the budget ceiling, causing many flood preventions programs and activities to be hampered. In terms of service quality, the condition of existing facilities and infrastructure is still very minimal and there has been no training in flood management provided to the community. In terms of responsiveness, the organization already has an emergency service number and has also established good coordination with the Provincial BPBD, Environmental Service, Public Works Service, District, Village, private parties such as banks and community communities. In terms of responsibility, Pekanbaru City has many flood cares volunteers but they come from the community and are not formed by BPBD at the sub-district level. Performance evaluation is based on the Strategic Plan (Renstra) document. In terms of accountability, transparency of BPBD's performance to the public is conveyed via social media by publishing every activity and achievement carried out by BPBD Pekanbaru City, however the AKIP and IKM values have still not reached the target. 2) Obstacles consist of the lack of facilities and infrastructure, the absence of training for volunteers, and the absence of a rapid reaction team (TRC) task force which requires special expertise in flood management in Rumbai District.
