Abstract
The formation of BUMDes in Indragiri Hilir Regency has been carried out in several villages that are able to manage according to the village potential in the village. The phenomenon found based on initial observations in Teluk Pantaian Village is that the Village Head does not pay enough attention to problems that are considered important for BUMDes managers, so this can hinder the progress and effectiveness of BUMDes management. BUMDes has the potential to be a catalyst for village development. The purpose of this study was to determine the village head's supervision of village-owned enterprises in Teluk Pantaian Village, Gaung Anak Serka District, Indragiri Hilir Regency and the inhibiting factors. The research method used is a qualitative method with data collection through interviews, observations and documentation. The Key Informant in this study is the Head of Teluk Pantaian Village. The Informants in this study are the Director of Village-Owned Enterprises (BUMDes), BUMDes Supervisor, BUMDes Treasurer, BUMDes Secretary and the Community. The results of the study, namely the Implementation of Supervision of Village-Owned Enterprises (BUMDes) Kapila Adhitama by the Village Head in Teluk Pantaian Village, Gaung Anak Serka District, Indragiri Hilir Regency, do not yet have physical standards, including quantity, quality and time. The obstacles are: a) The Village Head has not carried out good communication with the management and the lack of activity of the Village Head as a supervisor to ensure the process of implementing BUMDes activities. b) Limited Human Resources in Village-Owned Enterprises so that their implementation is less than optimal. c) Weak coordination and scheduling within the BUMDes Kapila Adhiatama body so that direct supervision of BUMDes is less than optimal by the Head of Teluk Pantaian Village.
