Abstract
The major problem of poverty continues to increase every year, becoming a problem in almost all regions. Direct Cash Assistance (BLT) as a program for poverty alleviation still has many challenges, one of which is starting from a proper distribution mechanism to beneficiaries. The purpose of this study is to analyze and explain the implementation of Direct Cash Assistance (BLT) Program at Tambusai Batang Dui Village, Bathin Solapan Subdistrict, Bengkalis District in 2020 and its inhibiting factors. This research method is qualitative, by conducting interviews with selected informants and the results are analyzed descriptively qualitatively. The results of the study shown that: 1) The implementation of the BLT Program in Tambusai Batang Dui Village in 2020 is still not implemented because there are still many aspects that need to be addressed. In terms of communication, there is a need for education and socialization by the Village Head to the community who receive BLT and also people who have not received BLT. In terms of resources, the funds provided are still relatively low so it is considered not able to alleviate poverty even though it is temporary. In terms of the attitude of the implementers, the heads of RT and RW need to increase honesty in collecting data on people who are entitled to and those who are not entitled, as well as validate the data that these people should not receive other assistance beforehand so that there is no overlap in social assistance. In terms of the bureaucratic structure, further supervision is needed regarding the supervision of the distribution of BLT in the field. In general, the implementation of BLT in 2020 does not discuss technically related to the use of these funds by the community. This means that during the distribution of BLT, further education is needed that the purpose of the BLT program is only temporary and should not be used for consumptive purposes. 2) The inhibiting factors for the implementation of BLT in Tambusai Batang Dui Village in 2020 consist of the lack of quality data collection and the inefficient amount of funds provided in alleviating community poverty
