Abstract
The Village Secretary in the implementation of Village Development still has problems in providing administrative data on Village development plans and activities where Village development activities have not been thoroughly recorded in the implementation of Village development. Implementation of the duties of the Village Secretary in Organizing Village Development is inseparable from Communication, Resources, Disposition, and Bureaucratic Structure so that village plans and activities are thoroughly recorded. The purpose of this study was to determine the Factors and Obstacles in Implementing the Duties of the Village Secretary in Assisting the Head of Muara Jalai Village, North Kampar District, Kampar Regency in Implementing Village Development. The research method used is a qualitative method with data collection techniques through observation, interviews and documentation. It was discussed that the implementation of the duties of the Village Secretary to assist the Village Head in administering Village development administration had not been carried out optimally so that Village development activities are not fully in accordance with the Village development activity plan. The results of the study are that the Village Secretary in carrying out the implementation of Village development does not collect data on overall development results so that there is a lack of evaluation by the Village secretary in providing input to the village head regarding Village development plans and activities, and the lack of capacity of the village secretary to record village development activities. However, the authors suggest to the Village Secretary to collect data on village development as a whole so that it can provide input and evaluate development plans for the coming year, cooperate with Bappeda in recording village development data, and it is best if the Village Secretary Planning Agency improves skills in administering village governance.
