Abstract
Public services at the Bukit Raya Pekanbaru sub-district office face a number of limitations, both in terms of technology and available staff. These limitations result in a decrease in the effectiveness and efficiency of services to the community. This research aims to develop a Web-based Chatbot application that is able to improve the effectiveness and efficiency of public services at the Bukit Raya Pekanbaru subdistrict office. In addition, this research also aims to test the Chatbot application in overcoming public service problems and applying the ADDIE (Analysis, Design, Development, Implementation, Evaluation) method in its development. To assess the feasibility of the developed application, researchers used two evaluation methods, namely the black box test and the feasibility test with the WebQual 4.0 method. The WebQual 4.0 method is used to measure the extent to which the application meets user needs based on three main indicators: usability, service interaction, and information quality. The results showed that the majority of Chatbot application users had positive perceptions of the information quality, usability, and service interaction provided. More than 85% of users expressed satisfaction with accurate, relevant, and clear information, confirming that information quality is a key factor in determining user satisfaction. Overall, the application of the ADDIE method in the development of a Web-based Chatbot application successfully improved public services at the Bukit Raya Pekanbaru subdistrict office. This application proved to be able to overcome the limitations of technology and staff, so that public services become more effective and efficient. This research makes a significant contribution to efforts to improve the quality of public services through technological innovation.
