Abstract

This study aims to analyze the role of the Health Office in determining the Hajj health istitha'ah in Siak Regency and the factors that influence the role of the Health Office in determining the Hajj health istitha'ah in Siak Regency. The variable of this research is the government's role in national development which consists of five role indicators, namely: as a stabilizer, innovator, modernizer, pioneer and selfexecutor. The research method is a qualitative research method. The informants in the study were government officials who were members of the Hajj Organizing Team and prospective pilgrims from Siak Regency. From the research results it is known that the role of the Health Service in determining the Hajj Health istitha'ah in Siak Regency has not been achieved. As for the inhibiting factors in implementing the role of the Health Service in determining Hajj Health istitha'ah in Siak Regency, among others, the ability of the Health Service personnel in charge of carrying out the selection and determination of Hajj Health istitha'ah is still low, because there are still many Hajj health workers those who are members of the Hajj Health Organizing Team have not been trained and do not have a special certificate for Hajj Health. The limited authority possessed by the Siak Regency Health Office in obtaining data on prospective pilgrims who will be given guidance so that the management of the determination of Hajj health istitha'ah in Siak Regency is carried out properly. Because every policy that is carried out in releasing data on prospective pilgrims each year is determined by the Ministry of Religion. For this reason, it is hoped that the Regional Government of Siak Regency will pay more attention to the competence or quality of all apparatus in charge of implementing the determination of Hajj health istitha'ah so that each apparatus who has been assigned to the Siak Regency Hajj Health Organizing Team has adequate competence and expertise and has a Hajj Health certificate.
