Abstract

As we know, the Aparatur Sipil Negara in the context of efforts to achieve national goals has a position and role as administrator of government and development. The perfection of the Aparatur Negara is very dependent on the smooth implementation of tasks and national development. The implementation governing the discipline of Aparatur Sipil Negara is contained in Government Regulation Number 94 of 2021 concerning Discipline for Civil Servants which contains obligations, prohibitions, and punishments as well as procedures for implementing summons, examinations, impositions, and delivery of disciplinary punishment decisions for Civil Servants. One of the important elements that is at the forefront of the government is the Organisasi Perangkat Daerah (OPD). Ideally, in carrying out services to the community, it must be in accordance with good and clean governance. Based on observations, the work quality and work discipline of ASN at the Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu (DPMPTSP) in Rokan Hulu Regency is still relatively low, namely the lack of discipline level of ASN and carrying out their duties. This of course can hinder the smooth running of work, which incidentally ASN must be a role model for the community. Therefore the focus of this research is how to implement ASN discipline and what are the inhibiting factors for ASN implementation within the scope of Organisasi Perangkat Daerah s (Studies in the Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu (DPMPTSP) in Rokan Hulu Regency). The research method used is a normative and empirical juridical approach by conducting research directly into the field to see directly the application of laws and regulations or related laws and conducting interviews with several respondents who are considered to be able to provide information and information regarding the implementation of the law. This research is located at the Office of the Investment Services One Stop Service (DPMPTSP) in Rokan Hulu Regency. The data of this research is descriptive qualitative, which means that the results of this research are described in the form of explanations and descriptions of sentences that are easy to read and understand in order to draw conclusions regarding the implementation of the discipline of the State Civil Apparatus within the scope of the Organisasi Perangkat Daerah . The results of this study can be concluded that the implementation of the discipline of the Aparatur Sipil Negara within the scope of the Organisasi Perangkat Daerah in the DPMPTSP of Rokan Hulu Regency already refers to Government Regulation Number 94 of 2021 concerning Civil Servant Discipline. Civil servants who violate disciplinary regulations will be subject to disciplinary sanctions or penalties according to the type of violation committed. The imposition of disciplinary punishment is carried out by the direct superior as long as it is under his authority. The inhibiting factors for the discipline of the Aparatur Sipil Negarawithin the scope of the Organisasi Perangkat Daerah in the Rokan Hulu Regency DPMPTSP are objective and ability, self-awareness and leadership.
