Abstract

This form of prevention against child marriage needs to be implemented to prevent the practice of early marriage. Underage marriage cannot be considered as a simple thing that over time can become a habit in society. However, the law has provided an explanation regarding the age limit for marriage. So that the number of underage child marriages can be prevented and reduced in society. So of course it requires serious action and as much as possible to prevent the increasing number of underage child marriages. Specifically in Riau Province, based on recording data from the Pekanbaru City Religious Court, throughout 2022 there were 944 underage teenage couples who registered underage marriage dispensations. The focus of the research to be reviewed is First, the role of the Office of Religious Affairs in the Tampan District of Pekanbaru City in community development to prevent underage marriages. Second, the obstacles faced by the Office of Religious Affairs in Tampan Regency, Pekanbaru City in guiding the community to prevent underage marriages. The research method used is the inductive conclusion method, namely conclusions drawn from theories that are specific to the general public. From this study it was found that underage marriages could be minimized through the role of the Office of Religious Affairs in the Tampan District of Pekanbaru City by providing marriage guidance, providing counseling on the Marriage Law, running the Sakinah Family Service Center Program, and holding counseling by Religious Extensionists. Although in practice there were several obstacles that hindered the effectiveness of the Office of Religious Affairs in the Tampan District of Pekanbaru City efforts to minimize underage marriages, these efforts continued to run smoothly because there were more supporting factors than inhibiting factors.
