Abstract

Sadar Jaya is a village located in the Siak Kecil sub-district, Bengkalis Regency, Riau Province with an area of 39.75 km2. The amount of funds obtained by the Sadar Jaya Government is of concern to the community in terms of the use of funds that the village government decides on, whether it is in accordance with the needs and priorities, especially the policy on the Use of Village Funds. Moreover, in its implementation, has it been carried out as it should be, both from the implementing actors and the technical implementation. The formulation of the problem is how to implement and what are the obstacles to implementing village regulations regarding the Village Budget (APBDS) in Sadar Jaya Village, Siak Kecil District, Bengkalis Regency for the 2020 Fiscal Year?. The research objective was to find out the implementation and what are the obstacles in implementing village regulations regarding the Village Budget (APBDS) in Sadar Jaya Village, Siak Kecil District, Bengkalis Regency for the 2020 Fiscal Year. This research method is a qualitative descriptive method. In this study the researchers used the theory from George Edward III in Widodo (2010: 96), the results of the study showed that the communication between the village government and the community was not yet running with the construction of axle roads and there was still a lack of human resources or employee staff in the village administration and also lack of village equipment resources. The obstacles in the implementation of Village Regulations regarding the Village Expenditure Budget (APBDS) in Sadar Jaya Village, Siak Kecil District, Bengkalis Regency for the 2020 Fiscal Year: 1) Quality of human resources, 2) Supporting facilities and infrastructure in managing the Village Revenue Expenditure Budget (APBDS), and 3) Community participation
