Abstract
Implementation of village government is still a problem, especially in village development caused by the lack of maximum cooperation, ability and participation in development planning in accordance with the needs of village progress. The performance of the Village Consultative Body in carrying out its functions is inseparable from the draft Village regulations, Accommodating and channeling community aspirations and Supervising the performance of the Penghulu so that the performance of the Village Consultative Body is well achieved. The purpose of this study was to determine the obstacles in carrying out the functions of the Village Consultative Body in the Governance of the Village of Pasir Limau Kapas, Rokan Hilir Regency. The research method used is a qualitative method with data collection techniques through observation, interviews and documentation. The results showed that the function of the Village Consultative Body had not been carried out optimally due to the lack of capacity of the Village Consultative Council in drafting village regulations, the lack of cooperation of the Village Consultative Body in accommodating and proposing the community. the aspirations and performance monitoring activities of the Penghulu have not been maximized. However, the authors suggest that the Village Consultative Body increase its capacity in drafting village regulations, increasing cooperation with the community, monitoring the performance of the village head so that development activities are on target.
