Abstract
Green Open Space, hereinafter abbreviated as RTH, is an elongated/lane and/or clustered area whose use is more open, a place for plants to grow, both naturally grown and deliberately planted, taking into account aspects of ecological function, water absorption, economics, social culture, and aesthetics. The aim of this research is to determine the availability and need for public green open space in the Tembilahan Urban Area, Indragiri Hilir Regency with the targets in this research namely identifying the distribution of availability of public green open space facilities in the Tembilahan urban area, identifying the fulfillment of public green open space needs by ATR/BPN regulation Number 14 of 2022, and measuring the availability of public green open space facilities by fulfilling the need for public green open space in the Tembilahan urban area. This research uses quantitative descriptive methods to describe the distribution of the availability of public green open space facilities and their distribution in the Tembilahan urban area. Then the Indonesian Blue Green Index (IHBI) is calculated, namely comparing the results of existing availability with the implementation stipulated by ATR/BPN regulation Number 14 of 2022 concerning the Provision and Utilization of Green Open Space and comparing the availability of public green open space facilities with the fulfillment of space needs. open public greenery in the urban area of Tembilahan. Based on the calculation of the FHBI method (Indonesian Green and Blue Factor) which is calculated based on the typology, where from the results of the weighting analysis the percentage of green open space in the Tembilahan Urban Area has not been achieved/fulfilled with a green open space percentage of 19.34% so it requires around 0.66% of the area to achieve The minimum green open space requirement is 20% of the area. Based on calculations through Minister of Public Works Regulation Number 5 of 2008, the existing condition of green open space in Tembilahan City has an area of 10,815 hectares with a percentage of existing green open space of 6.38%. These results show that the area needed for green open space in Tembilahan City has not yet reached the minimum area for public green open space, which is 20%. Based on the analysis of the area needed for green open space, the area is 28.08 Ha, so the difference between the need for green open space and the existing area is -17.26 Ha.
