Abstract

The purpose of this study is to find out how the process of empowering local government apparatus is carried out by the Pekanbaru City Personnel and Human Resources Development Agency in order to improve the quality of Regional Government Apparatuses, and to find out what obstacles affect the process of Empowering these Apparatuses. This research method is a qualitative research method using the interview process as the primary data source. The research location in this writing the writer conducted research at the Pekanbaru City BKPSDM office and the Marpoyan Damai Sub-district Office. Data analysis techniques in this study are interviews, observation, and documentation. Based on the results of interviews and research results, it can be explained that the process of empowering regional apparatus by BKPSDM Kota Pekanbaru has been carried out as much as possible to create apparatus that are professional and competent in their fields by carrying out the process of procuring employees, career development and also the training process carried out to improve the quality of apartments.
