Abstract

Law Number 22 of 2022 concerning Corrections explains that the State Detention Center, hereinafter referred to as Rutan, is an institution or place that carries out the function of serving prisoners. The Siak Sri Indrapura Class IIB Detention Center itself is one of the detention centers in Siak Regency, Riau Province, the Detention Center has a capacity of 128 detainees, but the fact is that up to now, based on the data previously described, it is known that the Class IIB Detention Center now holds 602 detainees. From 2017 to 2021 there have been 12 convicts who have escaped, 8 of whom have been re-arrested and given sanctions in accordance with statutory regulations, while the remaining 4 detainees have not been recaptured. Based on this phenomenon, this study aims to examine and analyze the factors that cause convicts to escape from the Class IIB Siak Sri Indrapura State Detention Center and the law enforcement process against convicts who escape from the Class IIB Siak Sri Indrapura State Detention Center. This research is included in the normative juridical and empirical juridical research groups. The normative juridical approach is legal research that places law as a building system of norms. Empirical juridical research is research that has an object of study regarding Law Enforcement Against Prisoners who Escape from the Class IIB Siak Sri Indrapura State Detention Center. The results of the study: First, the factors causing convicts to escape from Class IIB Siak Sri Indrapura State Detention Center consist of external factors and internal factors. Second, the duty officer at the Siak Class IIB State Detention House to prevent prisoners from escaping, namely in the form of preventive measures referred to here are the initial efforts made by correctional officers in preventing the occurrence of prisoners escaping from the detention center, then preventive measures such as adding officers. In prisons, the provision of training to prison officers was also carried out including self-defense training and shooting training to improve the quality of the officers, after that repressive efforts were carried out including giving disciplinary punishment and transferring detainees to other detention centers
