Abstract

there are cases of murder crimes committed by children, although these crimes have several different motives. In 2022, in the jurisdiction of the Pelalawan Police, there will be one murder case, this case occurred involving five suspects and one victim, after an investigation was carried out by the Pelalawan Police, the murder case was correlated with narcotics abuse, the murder occurred because there was no distribution. proceeds from the sale of narcotics. This research aims to find out how the crime of killing minors correlates with narcotics abuse. The theory used in this research uses Social Learning Theory so that you can see the categories of perpetrators' actions included in index offenses or status offenses. The method used is a qualitative method using a descriptive approach by conducting interviews with key informants and informants based on the research title raised. Based on the research results, there is a relationship between the crime of murder and drug abuse. The perpetrators of the murder admitted that they carried out the abuse and ended with murder just because they were offended by something trivial. Because the perpetrator was still under the influence of drugs, he did something reckless and reckless, namely killing his own friend. Not only that, the perpetrator also tied and wrapped the victim using curtains and plastic and threw him into a ditch. Furthermore, in accordance with social learning theory which explains delinquent behavior, murder cases that occur within the Pelalawan Police are included in the Index Offenses category. This is because what the perpetrator did included things that used violence, including actions that caused physical victims and even caused death (violent offenses).
