Abstract
This research focuses on the implementation of the Optimizing Ways for Food Self-Sfficiency (OCU MAPAN) program implemented by the Kampar Regency Food Security Service through the aim of Farmer Groups in practice trying to increase the use of yards, fields and potential land between plantations that have not been optimized for utilization as an integr ated agricultural business. . The purpose of this study was to find out how the Optimizing Program for Self -Sufficiency in Food (Ocu Mapan) was implemented and the inhibiting factors of the Food Security Service in program realization. This research uses q uantitative methods and descriptive survey research types. With the respondents being employees of the Food Security Service and Farmer Groups in the District of Bangkinang Kota. In this study, the authors use the implementation theory put forward by Richard E. Matland which has "four precise points" namely Policy Accuracy, Implementation Accuracy, Target Accuracy and Environmental Accuracy. The results of this study indicate that the implementation of the Food Self-Sufficiency Optimization Program (Ocu Mapan) by the Food Security Service of Kampar Regency (Study in Bangkinang City District) is quite implemented. Based on the results of observations, questionnaires and interviews, it can be concluded that the sustainability of farming activities carried out is constrained by limited funds, the high price of fertilizers, so that the motivation of farmer groups in farming is reduced. As well as the lack of availability of nursery houses, chicken coops, and tarpaulin fish ponds on the land of each farmer group. So that an increase in the amount of staple food production to overcome the problem of food insecurity has not been achieved as previously planned.
