Abstract

Technological developments in the era of globalization are so rapid, especially in the information technology sector that makes people easily receive and provide information to the wider community. The benefits of information technology besides having a positive impact also have a negative impact, namely providing opportunities to be used as a means of committing cyber crime. Higgs Domino online gambling falls into the category of committing a crime. Gambling is basically against the norms of religion, decency and Pancasila morality, and can be dangerous for the survival of society, nation and state. The government has made efforts to eradicate online gambling activities so that online gambling activities can be minimized as early as possible and not create the impression that online gambling is not monitored by law. The proof is that the Government has issued regulations for gambling activities, namely Article 303, 303 bis of the Criminal Code and Article 27 paragraph (2) of Law no. 19 of 2016 concerning Amendments to Law No.11 of 2008 concerning Information and Electronic Transactions. The main problem in this research is How Higgs Domino Online Gambling Crime Law Enforcement Viewed From the Purpose of Criminalization in the Legal Area of the Rokan Hilir Police? and What are the Obstacles and Challenges to Law Enforcement of Higgs Domino Online Gambling Crime in View of the Purpose of Criminalization in the Legal Area of the Rokan Hilir Police? The research method used in this study uses a sociological juridical research approach, while from its nature this research is a descriptive research. Law enforcement for the crime of online gambling higgs domino in terms of the purpose of punishment is carried out based on the results of reports of public complaints that are aware of highs domino gambling transactions. In addition, law enforcement is also carried out in an effort to get caught red-handed against perpetrators of highs domino online gambling crimes. The basis for the police to enforce the law is Article 303, 303 bis of the Criminal Code and Law no. 19 of 2016 concerning changes to Law no. 11 of 2008 concerning Information and Transactions. Law enforcement against gambling crimes is prioritized for imprisonment so as to provide a deterrent effect for perpetrators and prevent new gambling crimes from occurring. Obstacles and challenges to law enforcement for the crime of online gambling, Higgs Domino, in terms of criminal purposes based on law enforcement factors, lack of information obtained by the police regarding the alleged crime of online gambling, Highs Domino. Economic factors are the background and exacerbated by the difficulty of finding work. Factor Legal awareness about gambling and the laws that regulate it, as well as the level of public awareness and openness is still lacking. And the cultural factors of the people who consider online gambling highs domino do not violate social and religious norms.
