Abstract

The problem in this thesis is that tourist attractions have not been managed well, there is a lack of tourist support facilities and there is no cross-sector collaboration in managing tourist attractions, as well as a lack of management and development. The aim of this research is to determine the obstacles and management of Sipamutung Temple, Padang Lawas Regency, North Sumatra Province. The theory used in this thesis is Government Management and there are 4 theories, namely Planning, Organizing, Actuating, Controlling. The type of research in writing this thesis uses qualitative research methods, where this research was carried out with the aim of understanding the phenomena experienced by the research subjects. These phenomena include, for example, behavior, perception, motivation, action, etc. Holistically, descriptively in the form of words and language. The data collected is in the form of observations, interviews and documentation. The obstacles to managing the Sipamutung Temple tourist attraction are the limited budget to support tourism, and the lack of sustainable management due to inadequate infrastructure development. The result of this research is that management is not just carrying out an activity, which includes management functions such as planning, organizing, directing and supervising to achieve goals effectively and efficiently. Suggestions for this research are to evaluate and maintain poor infrastructure, and provide better facilities and carry out general promotions both within the region and outside the region, and the Head of the Culture and Tourism Service is more synergistic in providing direction and understands more about his responsibilities. to manage tourist attractions so that they can develop more quickly and become proper tourist attractions in accordance with existing tourist attraction standards.
