Abstract
Literally what is meant by gender equality is an equality of existing conditions for men and women to obtain their rights as human beings, and also to be able to play a role and also participate well in all activities in the aspect of the political field, also in legal, economic, and social and cultural fields, also in education and aspects of defense as well as national security and there is equality in enjoying development and its results. The realization of equality in gender is of course marked by non-existent discrimination, both among women and men so that they can have access, participate widely and have opportunities, controls and also obtain equal and fair development benefits. At the level of implementation of state administration, discrimination and injustice against women. Women are always left behind and marginalized in the fields of economy, education, health, employment, and in politics. One of the causes is the patriarchal culture that develops in Indonesian indigenous peoples. In a society with a patriarchal culture, men play more of a role in holding power, which can automatically degrade the role and existence of women. The purpose of this study was to determine the implementation of gender equality in the recruitment of Bawaslu members in Siak district based on law number 7 of 2017 and to find out the obstacles and challenges to the implementation of gender equality in the recruitment of Bawaslu members in Siak district based on law number 7 of 2017. The research method used in this study uses a sociological juridical research approach, while from its nature this research is a descriptive research. Increasing the existence or involvement of women as organizers of elections is part of efforts to encourage women's political participation. The magnitude of women's involvement in elections can be influenced by policies and programs drawn up by election administrators. The implementation of gender equality in the recruitment of Bawaslu members in Siak Regency has not been carried out as well as the quota of 30% involving women in Bawaslu. The implementation of women's involvement was limited to the registration stage so that for the final stage of announcing Siak Regency Bawaslu members there was no representation of women. The inhibiting factor for the implementation of gender equality in recruiting members of the Siak Regency Bawaslu is due to the low level of women's political education. It is true that finding women with great political skills to compete and fight with men is not an easy matter. The position of women in the family often experiences obstacles and dependencies, for example the issue of permission from the husband. Husbands judge the wife negatively if they often leave the house. They think that a wife who often leaves the house will interfere with household chores. Strong patriarchal principles, in which certain roles are held by men.
