Abstract
To find out the Inhibiting and Supporting Factors for the Implementation of the Population and Civil Registration Service Standards at the Kampar Regency Population and Civil Registration Service. Descriptive research type with a qualitative approach through data collection from informants who are directly related to the problem being studied. Research data collection uses observation, interviews and documentation. All data obtained from interviews, field notes, documentation were separated and then discussed in detail to determine research conclusions. The results of this research found that the implementation of moving-in population service standards at the Kampar Regency Population and Civil Registration Service was quite good. These results refer to 6 (six) indicators, namely: 1) Service procedures. 2) Completion time. 3) Service costs 4) Service products. 5) Facilities and infrastructure. 6) Officer competency. Obstacles encountered in implementing service standards for moving arrivals at the Kampar Dukcapil Office are: Information on requirements and service flow that is not displayed in the service room, employees who are less competent, service space is narrow, and the internet network is not good.
