Abstract

In implementing Village development which aims to improve the welfare of the Village community, the Village Head has an important role in implementing development in the Village. Almost all of the development implementation in Pulau Muda Village is still ongoing and some are abandoned. We can see this from a number of Village Plans which still appear to have not been implemented optimally in development management, such as the construction of drinking water refill depots, BUMDes operational cars, public cemetery fences, etc. and the Village Head has not been able to invite the community to participate. under development. This can be seen from a number of unfinished development projects. The aim of this research is to determine the role of the village head in managing development in Pulau Muda Village, Teluk Meranti District, Pelalawan Regency and the inhibiting factors. The research method used is a qualitative descriptive method with data collection through interviews, observation and documentation. Key informants in this research were the Village Head, Head of Development, BPD Pulau Muda Village and Community Figures. The results of the research can be concluded that the role of the village head in managing development in Pulau Muda Village, Teluk Meranti District, Pelalawan Regency is in the quite effective category. This indicates that the implementation of this deliberation could not run optimally. This means that this deliberation has not yet reached a consensus, the problems that occur in the implementation of this deliberation include, among others, there are still members and the public who do not actively participate in the implementation of this deliberation and the program that has been determined is not accurate with its realization, so this has resulted in many corrections for errors. errors that occur during deliberation.
