Abstract

Economic growth, in line with the progress of time, has led to new challenges within society. One of the issues is the difficulty in meeting the cost of living due to inadequate income levels. In the face of this problem, the role of cooperatives, especially Savings and Loan Cooperatives, is expected to help alleviate the economic crisis. This study addresses two main issues: (1) How is the implementation of savings and loan agreements at the Swakerta Prima Umega Consumer Cooperative? and (2) What are the obstacles in loan repayment within the savings and loan agreements at the Swakerta Prima Umega Consumer Cooperative? This research aims to analyze the implementation of savings and loan agreements at the Swakerta Prima Umega Consumer Cooperative based on Law No. 25 of 1992 on Cooperatives. The research method used is empirical legal research with a descriptive approach to describe the practices of the agreements and the obstacles encountered in their implementation. Data collection techniques involve interviews and direct observations of the research object. The results of the study indicate that the Swakerta Prima Umega Consumer Cooperative has implemented savings and loan agreements in accordance with cooperative principles and positive legal provisions. However, several challenges, such as member defaults in loan repayments, remain a major obstacle to the smooth operation of the cooperative. The factors causing these defaults include a lack of member awareness, economic conditions, and non-compliance with the agreements. To address these challenges, the cooperative applies the principle of family spirit by granting payment extensions and taking a persuasive approach to the members.
