Abstract

This type of research is qualitative research with a descriptive approach so that the main informant and additional informants totaling 8 people were determined as sources of information in data collection, which consists of the Chair of the Pematang Kapau LPMK, the Pematang Kapau Village Head, the Deputy Chair of the Pematang Kapau LPMK, the Secretary of the Pematang Kapau LPMK, and 4 people from the community in Pematang Kapau Village. Data collection in this research included interviews, observation and documentation. From the results of this research, it can be concluded that the role of LPMK in helping the Subdistrict Government Implement Development Planning in the Pematang Kapau Subdistrict, in terms of indicators of Norms/Rules, Individuals in the Community as an organization, and the Social Structure of the Community, has generally gone quite well. The inhibiting factors in the role of LPMK in helping the Subdistrict Government carry out Development Planning in Pematang Kapau Subdistrict, Kulim District, Pekanbaru City, namely the lack of funds provided to the Subdistrict LPM so that there are developments that cannot be carried out or cannot be completed, as well as a lack of concern and participation from the Community in Development programs carried out by LPM Pematang Kapau Village.
