Abstract

With this research, the author examines "Legal Protection for Consumers in the Use of Skincare Containing Hazardous Materials That Are Freely Traded in Law No. 8 of 1999 Concerning Consumer Protection in Pekanbaru City" the author's reason for researching and raising this research title is because the development of the era has shown changes in beauty standards, skincare and cosmetics are very much needed especially for women, because every woman wants to look beautiful and attractive on every occasion. Because by looking beautiful and attractive, a woman will feel more confident and can be accepted in her social group. In addition, because of the demands of society for women to look good and beautiful, every woman is also required to try to look good and beautiful in different ways. Currently, the factors that cause the occurrence of free marketing of skincare with hazardous ingredients in Pekanbaru City are still not well controlled, so effective legal protection is needed to protect consumers. Legal protection for consumers that has been regulated in applicable laws and regulations, such as Law No. 8 of 1999 concerning Consumer Protection, must be implemented consistently and effectively to prevent the occurrence of free marketing of skincare with hazardous ingredients and protect consumer rights. This study uses a sociological legal research method to examine consumer protection against cosmetics that are distributed without permission from BPOM. The results of the study indicate that consumer protection is still less than optimal due to the low level of public understanding and awareness of the risks of using cosmetics that do not have a distribution permit. Other factors such as minimal education and information, as well as lack of public participation also influence this problem.
