Abstract

This study aims to determine the Implementation of Building Construction Approval (PBG) at the Public Works and Spatial Planning Department of Pekanbaru City. Problems that occur at the Department in the management flow and problems in the community in managing the Implementation of Building Construction Approval. This type of research is a descriptive qualitative method with collection techniques through interviews, observation and documentation. The Key Informant Data Collection Technique and informants were carried out using Purposive Sampling. The Implementation Theory that the author uses is Charles O'Jones that Implementation is identifying program implementation or policy implementation, there are three types of activities that need to be considered carefully, namely organization, Interpretation, Application. The results of this study indicate that the Implementation of Building Approval (PBG) at the Public Works and Spatial Planning Agency of Pekanbaru City In the organization, namely organizational resources are still lacking, and in the interpretation of the implementing instructions and technical instructions there are problems with some employees and the community not being able to follow the instructions that have been provided, and in the implementation of the implementation of work procedures it is still not running smoothly because the employees or staff have not been able to operate it optimally, the community still does not understand the technology in managing this Building Approval (PBG), and there is still indiscipline of employees or staff in carrying out their obligations including late arrivals and less than optimal responses in responding to reports of problems faced by the community. And the lack of socialization where in the socialization of the Public Works and Spatial Planning Agency of Pekanbaru City has not fully achieved the target of covering all levels of society.
