Abstract

Law enforcement against perpetrators of domestic violence by the Police, especially in the Riau Police, still faces challenges. Domestic violence cases involving Polri personnel reflect weak internal supervision. The implementation of Perpol No. 7 of 2022 has not been effective. Transparency of examinations and member awareness are low. The esprit de corps culture also hinders law enforcement. System reform and stronger external supervision are needed. The formulation of the problem in this study focuses on two main things, namely how the trial process for perpetrators of Domestic Violence (KDRT) crimes carried out by police officers in the jurisdiction of the Riau Police, and what obstacles are faced in implementing law enforcement against perpetrators of domestic violence from the police institution. This study uses an empirical legal method with a descriptive analytical approach. Data were obtained through a field survey at the Riau Police with interviews and questionnaires to respondents from the Riau Police Propam Division. The data collected includes primary data from interviews and secondary data from regulations, literature, and other relevant sources. Data analysis was carried out by comparing field findings with applicable legal theories and provisions to draw conclusions systematically and objectively. The results of the study show that the enforcement of the code of ethics against police officers who commit domestic violence at the Riau Police faces obstacles such as weak transparency, internal intervention, and low awareness ofmembers. The culture of esprit de corps also hinders law enforcement. Guidance efforts have not been optimal, so system reform, stronger external supervision, and victim protection are needed for fair and professional law enforcement.
