Abstract

Gambling has become a social problem that has attracted the attention of various groups, both ordinary people and law enforcement officials. Given the complexity of gambling problems, solutions are sought outside social and legal norms because gambling is fundamentally contrary to religious, moral, ethical and legal principles. The most popular form of gambling, namely the illegal lottery or totoan (guessing game), is often played by the general public. Totoan when translated into Indonesian means “to place”, “bet” or “bet” in Javanese. Togel is a form of gambling that is haram, it is a form of gambling where you risk money by guessing the numbers that will appear. The main problem in this research is as follows: What are the police's efforts to tackle criminal acts of lottery gambling in the jurisdiction of the Pelalawan Police. What are the obstacles to the Pelalawan Police in dealing with criminal acts of lottery gambling in the jurisdiction of the Pelalawan Police. The type of research used by the author in this research is empirical legal research, namely legal research carried out by analyzing and studying an issue directly, either by interviews or by observation. Meanwhile, the nature of this research used is analytical descriptive research, which is descriptive research which means research that describes certain objects and explains related matters or systematically describes the facts or characteristics of certain populations in a certain field carefully. The research location is the Legal Area of ??the Pelalawan Police. The results of the research are as follows: The police's efforts to tackle the crime of lottery type gambling in the legal area of ??the Pelalawan Police include increased supervision and enforcement of the law, counseling and education of the community, coordination with other agencies, taking action against gambling networks, Economic pressures that encourage people to gamble, people's mindsets that are difficult to change, low levels of public awareness and participation and lazy attitudes towards work which exacerbate the problem.
