Abstract

The most basic human needs include clothing, food and shelter. The board is a place to live or a house. As one of the basic human needs, ideally every family should have a home. Apart from the important function of a house, there are still many families who don't have a house, let alone have a decent house. To own a house, you need a lot of money. Therefore, there are housing developers or developers who facilitate people's needs for housing. Next, there is a dire need for an entity, namely a bank, to act as an intermediary between the housing developer and the community to provide funds for housing purchases. Based on the main issues taken from writing this thesis, what are the rights and obligations of the parties in the Housing Business with the Phased Cash payment system in Subsidized Housing in Kampar Regency. And how is legal protection for consumers in the housing business with a gradual cash payment system for subsidized housing in Kampar district, so you know how in the explanation in this title The writing method in this study is an empirical research method. Empirical legal research or observation (observational research) which is another approach model in researching law as an object of research, the type of legal research that is carried out by analyzing and studying a problem directly, either by interview or by making an observation. The results of the study show that legal protection for consumer rights above must be obtained by each consumer at each stage of the transaction process, both the pre-transaction stage (since the beginning of the production process), the transaction stage (buying and selling process) and the after/post-transaction stage (utilization and residential use).
