Abstract

The aim of the research is to find out and analyze the Implementation of the Regulation of the Minister of Administrative Reform and Bureaucratic Reform of the Republic of Indonesia Number 38 of 2018 concerning Measurement of the Professionalism Index of State Civil Servants in the Pelalawan Regency Government. This study uses a qualitative approach. There were 7 informants in this study with the Regional Secretary as the key informant. Data collection techniques by interviews and data analysis using the Analysis Interactive Model from Miles and Huberman. Based on the results of the research and discussion, it can be concluded that the Regulation of the Minister of Administrative Reform and Bureaucratic Reform of the Republic of Indonesia Number 38 of 2018 concerning Measurement of the Professionalism Index of State Civil Servants in the Government of Pelalawan Regency has not been optimally implemented, especially in indicators of communication, resources, disposition and bureaucratic structure. This can be seen from the fact that there are still many shortcomings, such as the low discipline of ASN in carrying out their duties, there are still many employees who do not arrive on time and go home early, not in accordance with employee performance regulations in the Pelalawan Regency Government and also the criteria in measuring the professionalism index of employees who It clearly states the rules of working hours. Low supervision from leaders in assessing ASN performance within the Pelalawan Regency government.
