Abstract
Law enforcement in Indonesia has tended to focus on punishment as a solution to criminal acts that occur. However, along with the development of thinking about justice, the concept of restorative justice has emerged which offers an alternative approach, especially in dealing with petty theft. Restorative justice emphasizes more on restoring losses experienced by victims and restoring relationships between perpetrators, victims, and the community, by involving them in the problem-solving process, through dialogue and mutual agreement, not just prioritizing punishment alone. The main problem in this study that will be discussed is how to implement restorative justice in petty theft crimes in the jurisdiction of the Sukajadi Police, Pekanbaru City and what are the obstacles in implementing restorative justice in petty crimes in the jurisdiction of the Sukajadi Police, Pekanbaru City. so that the purpose of this study is to find out the results of the formulation of the problems in this study. This study uses an empirical legal method with a qualitative approach, which involves interviews with police officers, perpetrators of petty theft and the collection of secondary data from legal documents and related police reports. The results of the study show that the results of the study indicate that the Sukajadi Police have implemented the principle of restorative justice in several cases of petty crimes such as petty theft. The mediation process between the perpetrator and the victim is carried out by involving the family and community leaders as mediators. The victim is given the opportunity to express his feelings and receive compensation for the losses he has experienced, while the perpetrator is given the opportunity to correct his mistakes and commit not to repeat them. However, the implementation of restorative justice at the Sukajadi Police is not without challenges. Some of the obstacles faced include the lack of public understanding of the concept of restorative justice, limited human resources and facilities to support the mediation process, and lack of coordination between the institutions involved. However, the implementation of restorative justice has proven effective in reducing the burden of petty theft criminal cases in the police, providing fairer solutions for victims and perpetrators, and strengthening social relations in the community.
