Abstract

Countermeasures are efforts carried out to prevent, deal with, or overcome a situation including preventive activities and at the same time trying to improve the behavior of someone who has been found guilty (as an inmate) in a correctional institution, in other words efforts to deal with embezzlement can be carried out preventively and repressively. Preventive control has the goal of taking steps to prevent violations of norms, while repressive control has the goal of taking action against violations of norms, so as to create a deterrent effect for the perpetrators. Countermeasures are a prevention that is useful to minimize the events or actions that have occurred so that these events or actions do not occur again. The formulation of the problem in this research is what are the factors causing the crime of embezzlement in the jurisdiction of the Bukit Raya Police, what is the modus operandi of embezzlement crimes in the jurisdiction of the Bukit Raya Police and how are the efforts of the police in tackling embezzlement crimes in the jurisdiction of the Bukit Raya Police. The author chooses the type of empirical legal research by conducting a direct survey to obtain primary data and secondary data. In collecting data, the authors interviewed several respondents, namely: the Head of the Police, the Head of the Criminal Investigation Unit, and the Investigators. The results of the research that the authors get, there are several factors that cause perpetrators to commit crimes of embezzlement, namely: internal factors (individuals, weakness of one's faith), external factors (economy, work, prohibited drugs). The modus operandi of embezzlement crimes is: pretending to borrow, rent, and receive deposits.
