Abstract

The aim of the research is to know and analyze the meritocracy in the open selection for the position of regional secretary in the Rokan Hulu district government. This study uses a qualitative approach. There were 7 informants in this study with the Regional Secretary as the key informant. Data collection techniques by interviews and data analysis using the Analysis Interactive Model from Miles and Huberman. Based on the results of the research and discussion regarding Meritocracy in the Open Selection for Regional Secretary Positions in the Rokan Hulu Regency Government, it is concluded that it is in the good category but still needs to be improved, especially on employee competency indicators. the open selection process for filling out the JPT is an elaboration and concrete evidence for applying the principle of merit in an effort to produce the best candidate through a fair and transparent competition mechanism based on the competence of each employee. And this is clearly the opposite when the ASN Law actually regulates a provision that still provides room for PPK to be free to choose JPT selection participants regardless of the rank they get (between 1st, 2nd, or 3rd rank). Because in essence these provisions violate the principle of keeping employees away from inappropriate political influence and tend to make a law that is unfair and not open.
